House members signed off on legislation to require that all government meetings be recorded -- but not before significant weeping and wailing about the burdens of being a long-suffering public official.
West Valley City Republican Rep. Ron Bigelow wondered if recordings shouldn't be scrubbed of public outbursts -- racial epithets, for example.
"There may be unusual circumstances where certain words need to be stricken because they never should have been allowed in the first place," Bigelow said.
And Kanab Republican Rep. Mike Noel wondered if people would back out of appointments to water boards if everything they say will be recorded. For example, what if someone in a meeting warns others to watch out for so-and-so, who's stealing irrigation water?
"That comment would create a lot of controversy in a community," Noel said. "If they go to a meeting and they know every single comment they will make will be open to public scrutiny, they may not be willing to serve."

That seems like a good thing to me. We have too many serving cowards in every level of government.
