The Logic of Utah Politics
Legislator David Clark is the state representative from Santa Clara in Washington County, about 300 miles southwest of Salt Lake City. He is a Republican incumbent in one of the most Republican districts in arguably the most Republican state in the nation.
His Democratic opponent is basically given no chance by the odds makers to even come close to Clark in the November election. So it makes a lot of sense that Clark is having a $500 per-person fund-raiser tomorrow afternoon. The fund-raiser will be at the Fiddler's Elbow, a pub in Sugarhouse known for its sandwiches and variety of beers, where the button-down GOP types will watch the BYU vs. TCU game on the television sets while doling out their money to Clark, who is not even in their district.
So why do you think Clark is having such a high-priced fund-raiser in a city 300 miles from his district when there is no threat to his re-election.
He is raising the money to influence his fellow Republican legislators when he runs for House Majority Leader against Provo Republican Jeff Alexander shortly after the November election. And Clark, a banker, is being heavily supported by bank lobbyists, who actually used to like Alexander.

Paul Rolly grew up in Salt Lake City, graduating from Skyline High School and earning a B.S. in political science at the University of Utah. He began working at The Salt Lake Tribune in 1973 as a copy boy. He worked his way up the ladder, covering police, local government, community affairs and business. He left The Tribune in 1982 to work for United Press International where he was the Utah political reporter and later Salt Lake City bureau chief. He returned to the Tribune in 1985, covering the Utah Legislature and later, taking over as business editor. He began the Rolly&Wells column in 2001 with JoAnn Wells and continues the column alone since her retirement. He also writes a political column that runs in The Tribune's Sunday opinion section. He is married to Dawn House, a reporter at The Tribune.
