Eagle Mountain's new mayor Heather Jackson has a promise to keep. She won't be arrested, booked or indicted.
Eagle Mountain -- which seems to have mistaken Deadwood for an ideal of good government -- has gone through nine mayors in a dozen years. Former town official's peccadilloes include the usual graft and misuse of public funds.
But one former mayor faked his own kidnapping.
Heather promises -- she's sticking her neck way out -- not to even get arrested.
