Guv's foul ball
I can follow the Guv just so far when he says the state's $10 million "Home Run" stimulus plan applies only to new homes because developers (Isn't that who pushed us down this sad road?) need to sell their existing inventory before they hire workers to build more homes.

Thus, taxpayers buying and selling existing homes are screwed out of the state's $6,000 grants to pump up the market.

But won't this just feed the growth bubble that got us in this mess? (Eerily, the humor publication Onion has the best op-ed on the subject: "The Only Way Out Of This Crisis Is To Build More Houses.")

Seriously, why not give existing home buyers (and/or owners) an similar grant to put in energy-efficient upgrades? Not only would old homes use less energy, but the state — all of this is shades of socialism, by the way — would create a energy saving-technology industry that would hire architects, designers, educators and workers trained in a cutting-edge and sustainable growth industry.

Of course an industry that has yet to exist can't contribute to our governor's campaign chest.

Let's see.
If we were building over 20,000 homes and the migration rate dropped so that we only need 6,000 new homes, all you are going to see is more vacant homes. Am I missing something?
